• 赛事安排

  大赛时间：2024年2月-11月

  本届大赛设留学人员创新创业项目、外国人创新创业项目两个专场（以下简称“留学人员专场”、“外国人专场”），定于2024年2月正式启动，面向全球广泛征集创新创业项目。参赛报名截止时间为2024年5月31日。

  资格审核及项目前期对接：6月

  组委会办公室对报名项目进行资格审核。与特别支持单位一起会同省市创投协会组织头部风投机构合作协同，举办“创客彩虹桥”活动。

  海选：7月-8月

  对符合参赛条件的参赛项目材料进行1-2轮书面评审。留学人员专场遴选出100-120个项目进入复赛，外国人专场遴选出30-40个项目，共计150个左右项目进入复赛。

  复赛：8月-9月

  采用线上评审平台，留学人员专场设置数字经济（包括人工智能、硬件芯片、信息软件、云计算大数据等专业方向）、生物医药（包括生物技术、医疗器械、医药制药等专业方向）、先进产业（包括高端装备、新材料、绿色能源、服务业和现代农业等专业方向）3个组别，外国人专场复赛单设1组。留学人员专场各组和外国人专场分别遴选出15个项目，共60个项目进入决赛。

  特别专项赛

  由海归小镇和未来科技城分别承办，围绕本地区产业发展需求，针对重要战略新兴行业领域，设立数字医药和类脑智能两个特别专项赛并独立举办比赛。特别专项赛的前两名项目直接进入大赛总决赛。

  决赛、“西部振兴”专项赛：11月

  邀请进入决赛的60个项目和“西部振兴”专项赛项目的持有人和团队代表来杭参加2024杭州国际人才交流与项目合作大会，在大会期间举行决赛和“西部振兴”专项赛。

  决赛将沿用复赛组别，各组分别从15个项目中遴选出4个优胜项目，共遴选出12个留学人员项目和4个外国人项目进入总决赛。

  “西部振兴”专项赛的参赛项目将从留学人员专场复赛未能直接进入决赛的项目中“复活”产生，主要面向有意向赴杭州市富阳区、临安区、桐庐县、淳安县、建德市落地的项目。根据复赛结果排名先后发送参赛邀请，经确认参赛项目的落地意向后，邀请12个参赛项目来杭参加“西部振兴”专项赛。“西部振兴”专项赛将不区分项目领域，以参赛选手路演展示项目，评审团评议推荐的方式确定比赛名次。

  总决赛：杭州国际人才交流与项目合作大会期间

  总决赛项目由12个留学人员项目、4个外国人项目和4个特别专项赛项目共20个项目组成，拟在“2024杭州国际人才交流与项目合作大会”期间举办大赛总决赛。总决赛在中英双语环境下进行，参赛者以最多两人一组的形式路演展示项目，通过评审团提问、选手答辩环节，经综合评定后，决出大赛一、二、三等奖。

• 参赛对象

  大赛参赛对象应为有意向来杭创新创业的海外高层次人才，原则上要求留学人员年龄在50周岁以下，应在海外取得硕士及以上学位，具有海外创新创业工作经验，拥有市场前景良好的创新性技术或成果，目前尚在海外或回国（来华）时间不超过6年。

  2024年1月1日前已在杭州注册企业或已在杭州缴纳社保，以及已参加过大赛两次以上的人员不作为本届大赛主参赛人。

• 参赛要求

  1. 参赛者可以个人或团队的形式参加。以团队形式参赛的，主参赛人应为参赛项目持有人，除项目持有人外，可另申报不多于三人的团队核心成员，要求成员间的专业结构合理，具有关联性和互补性，可长期稳定合作。项目持有人作为主参赛人必须代表参赛团队出席各阶段赛事和项目落地全过程，主参赛人无法出席的视作自动退出。项目在杭落地创办企业且满足高层次留学人才在杭创新创业项目资助资金申报条件后，可享受大赛相对应的创业资助及人才选拔等优惠政策。

  2. 每个参赛个人或团队只能申报一个参赛项目。

  3. 参赛者和参赛项目报名成功后经审核通过后不得在参赛期间变更。

  4. 参赛项目中所提出的产品和服务，可以是参赛者参与或经授权的发明创造或专利技术，也可以是一项可能研发实现的概念产品或服务。项目产业符合我市产业发展导向，属于高新技术产业和战略性新兴产业，产品、技术有较好的先进性。参赛团队核心成员必须对其参赛项目拥有合法的知识产权或使用权（授权）。

  5. 参赛个人或团队应在进行广泛市场调研和分析的基础上，制作将产品或服务推向市场的完整、具体、有实施可能的商业计划书，其中应包括项目的技术、市场前景、经营策略、资金需求等方面，并展示团队的成员和未来规划，商业模式清晰。

  6. 进入复赛的参赛项目应参加至少一场由大赛组委会组织的项目对接活动。

  7. 参赛者应承诺参赛提供的信息真实准确，项目所涉技术知识产权明晰，因信息不实或因知识产权纠纷所造成的后果，由参赛者承担一切法律责任。同时大赛组委会具有就参赛材料的真实性向参赛者提出必要询问的权利。

• 报名方式

  本次大赛采取网上报名的方式，登录大赛官网（https://rchkt.hrss.hangzhou.gov.cn/page/competition.html）进行注册，填写报名资料并以商业计划书的形式上传项目介绍PPT或其他相关资料。

  Special Support: Shangcheng District, Gongshu District, Xihu District, Binjiang District, Xiaoshan District, Yuhang District (Zhejiang Hangzhou Future Sci-Tech City / Haichuang Park), Linping District, Qiantang District, Fuyang District, Lin’an District (Qingshan Lake Science and Technology City), Jiande City.

• Event Plan

  Event Time: February – November 2024

  The Competition 2024 features two sessions for the overseas overseas students and foreigners. The Competition is scheduled to start in February with a global call for startup projects or plans. The deadline for entry is May 31, 2024.

  1. Qualification Review and Early Project Matching: June, 2024

  The Office of the Competition 2024 Organizing Committee will conduct a qualification review for all registered entries. In collaboration with the supporting authorities, the Office will work with the province’s and the city’s VC associations for staging “the Makers’ Bridge” event.

  2. Preliminaries: July – August, 2024

  For the foreigners Session, 30-40 entries will be shortlisted for the next round after written comments are given upon the preliminary review (or two rounds of review).

  3. Semi-Finals: August – September, 2024

  In semi-finals, entries are subject to online review. There will be one single category for the Foreigners Session. Each category will have 15 entries for the finals.

  4. The Finals : November, 2024

  The owners or representatives of the 15 final candidates will be eligible for the Competition 2024 Finals in Hangzhou, China.

  Four projects shall be qualified for the Grand Final.

  5. The Grand Final: During the Hangzhou International Human Resources Exchanges and Cooperation Conference

  Scheduled to be held during the 2024 Hangzhou International Human Resources Exchanges and Cooperation Conference, the grand final will cover 20 entries, including 12 from the Overseas Students Session, 4 from the Foreigners Session, and 4 from the RWS. It will also be a roadshow in bilingual settings (Chinese and English). The roadshow must be each conducted by two contestants (or less than two), who are required to answer questions from the judges. The first, second, and third prizes will be determined in the light of the roadshow performance.

• Eligibility

  We welcome talents from overseas with an intent to start new career or business in Hangzhou to join the Competition. Eligible contestants should have experience in making technological innovations or running startups, and acquire new technologies or products with a broad market prospect.

  People who have registered a company or have paid social security in Hangzhou before January 1, 2024, as well as those who have participated in the Competition two or more times, are not eligible for the 2024 Competition as the project owners.

• Requirements for Contestants

  1. Both individuals and teams are allowed to apply. A team candidate should contain, aside from the owner of the projects, no more than three team members. They are required to appropriately share correlated and complementary academic knowledge on their project and can stay in cooperation for a lone time. As the main contestant, the owner of the project must represent the team at all stages of the event and throughout the commercialization of the project. Failure of the main contestant to attend the Competition will be considered the withdrawal of the project. Special Competition policies, like subsidies or talent selection help, will be granted to projects taking root in Hangzhou once they are eligible for the funding application accordingly.

  2. Each contestant, either as an individual or a team candidate, is allowed to submit only ONE project.

  3. No change is allowed during the Competition once the contestants and their registered project have been approved.

  4. Product or service proposed in the project entry can either be an invention or technological patent in which the contestants are involved or authorized. It can also be a concept likely to be materialized. The entry shall be in alignment with our city’s development strategy, and shall fall under the category of either high-tech or strategic emerging industry. It must be technologically advanced. Core member(s) of a team candidate should legally be in possession of the intellectual property rights or be authorized to use it.

  5. Each contestant should have a complete and detailed business plan that, based on all-out market surveys, can probably allow the project to gain a foothold in the market. It should be an account of any technology applied, market prospects, business strategies and funding request, and contain a description of all team members and a future development plan with clear business models.

  6. Project entries in semi-finals shall appear in at least one business matchmaking session of the Competition.

大赛奖励及扶持措施

Prizes and Support Measures

• 大赛奖励
  大赛设一等奖1个，二等奖7个，三等奖12个，可分别获得20万元、10万元、5万元人民币的大赛奖金；优胜奖130个左右，进入决赛和复赛阶段的项目可分别获得2万元和1万元人民币优胜奖金。大赛奖金依照最终比赛结果发放，各阶段奖励不叠加。
• 创业资助

  参赛项目于大赛结束一年内来杭落地实施转化且符合落地转化条件的，可不经评审获得与所获奖项对应金额的市级高层次留学回国人员在杭创新创业项目资助；于大赛结束两年内来杭落地实施转化且符合落地转化条件的，可申请对项目进行复评，经复评确认项目仍保持先进性的，可获得与所获奖项对应的市级高层次留学回国人员在杭创新创业项目资助。其中：进入大赛复赛阶段的项目根据所获名次分别对应资助金额20万元，进入大赛决赛阶段的项目对应资助金额100万元，获得大赛总决赛一、二、三等奖的项目对应资助金额分别为500万、300万、200万元。

  “西部振兴”专项赛组项目在富阳区、临安区、桐庐县、淳安县、建德市落地并完成注册手续后，符合条件的项目可根据“西部振兴”专项赛比赛结果获得对应的市级高层次留学回国人员在杭创业创新项目资助，其中：“西部振兴”专项赛1-3名的项目对应资助金额100万元，“西部振兴”专项赛4-12名的项目对应资助金额50万元；如项目最终选择杭州市其他区落地，将按照复赛名次享受对应资助金额20万元。

  同时，进入大赛复赛阶段的优秀项目在杭落地实施转化的，可不经评审获得企业注册所在地相对应的扶持政策。

• 落地对接与其他扶持措施

  大赛组委会在大赛期间将会同各特别支持单位全过程推动参赛项目落地对接，组织发动杭州市各大风投机构与参赛项目进行投融资对接。来杭落地并实施转化的项目，可享受所在园区税收减免、房租补贴、融资担保、贷款贴息等优惠政策。

  对大赛获奖项目在杭落地情况进行统计跟踪和落地服务；兑现落实大赛各项奖励及政策，做好获奖项目申请各类项目资助资金及其他配套政策的相关工作；为项目团队配备创业导师，为大赛参赛者量身定制创业培训课程，进行创业指导；举办大赛落地企业人才招聘会、创业沙龙等活动。

  Major VC companies in Hangzhou will be invited for projects financing connection.
• Business Networking
  We will organize networking sessions for the Competition’s special support units, local VC companies, noted enterprises and industrial parks to meet with project owners, making it a platform to secure the connection between overseas projects and local investors, and provide all necessary services to help them start and grow in Hangzhou.

  These startups which register in Hangzhou within two years after the competition could be re-evaluated after application. If the projects are confirmed to be advanced, they can be subsidized with the corresponding funding.

  Other startups (entering the Semi-Finals) register in Hangzhou can enjoy the various types of local policies without evaluation.

• Preferential Policies
  A project registered in Hangzhou is eligible to enjoy preferential policies of the industrial park where it is located, including tax cuts, housing subsidies, financial guarantees and discount loans.
• Follow-up Services
  After the winning projects are put into implementation in Hangzhou, the special project personnel contact system can be established. The project teams will be visited on a regular basis to master the operation of the project. The various incentives and policies of the competition be carried out, and the application for funding for various projects and the relevant work items of other supporting policies of the winning teams would be ensured; the entrepreneurial mentors will be provided for the project teams, and the customized entrepreneurship training courses offering entrepreneurship guidance will be made for the competition "makers" and activities such as job fairs and entrepreneurial activities and so on will be held.

注意事项

Miscellaneous

• 1. 本次大赛不对参赛选手收取任何费用。
• 2. 参赛选手不得违反大赛规定，所提交的参赛项目相关材料不得存在抄袭、盗用等不法现象，一经发现，即取消参赛资格或追回奖金。参赛项目涉及版权纠纷的，由参赛选手自行承担一切责任。
• 3. 因不可抗力因素影响大赛正常进行的，主办方有权对赛程作相应调整或终止比赛。
• 4. 大赛报名项目材料将针对杭州各大企事业单位、各类园区、科研机构公开发放，寻求交流对接。大赛或将采取项目路演的方式，路演过程将对社会公开。
• 5. 参赛选手完全本着自愿原则参加本次比赛，如对大赛有异议，可及时与大赛组委会办公室联系沟通，或选择退出比赛，但无权要求更改比赛规程或赔偿因参赛所发生的任何费用。
• 6. 大赛组委会保留进一步补充本次比赛规程的意见和最终解释权。未尽事宜，另行通知。

• 1. The Competition is complimentary to all contestants.
• 2. No violation of any rule of the Competition is allowed. Any of unlawful submission of projects’ information or data, such as plagiarism and unauthorized use, is prohibited. Any contestant breaking such rules will be disqualified or requested to return the prize money. Any copyright dispute arising from the projects should be the full responsibility of the contestant.
• 3. If competition cannot be normally held due to force majeure, the organizer shall have the right to make corresponding adjustments to the schedule or terminate the competition.
• 4. Information of the projects will be given to all Hangzhou-based enterprises, industrial parks and research institutions with an intent to seek partners from the Competition. Road show open to the public will be an alternative for contestants to unveil their projects.
• 5. Contestants shall join the Competition of their own free will. They are allowed to contact the Office of the Organizing Committee for any dispute or question on the Competition or choose to quit. However, they are not entitled to request for any change of the Competition’s rules or compensation for any cost incurred for the Competition.
• 6. The Organizing Committee shall reserve the final rights to supplement the rules of the Competition and explain them. Matters not covered herein shall be separately informed.
